Russia and China:Neither one of which has the need or desire to engage in such a conflict..

And don't even talk to me about North Korea or Iran!!The first,even if it did launch what little they had.Would have resulted in their extinction.As for Iran,NO proof has ever been presented except propaganda about their nuclear program.
